New Zealand to Launch Nationwide Rural Plastics Recycling Scheme

New Zealand will launch a nationwide Rural Recycling Scheme on 1 March 2027, replacing existing voluntary programmes with a regulated take-back system for agrichemical containers and selected farm plastics, according to the New Zealand Ministry for the Environment.

The scheme will cover agrichemical containers, plastic bale wrap, silage sheets and specified agricultural bags. Producers and importers of regulated products will be required to pay fees on products sold, with the revenue used to fund a free nationwide take-back service.

The programme will consolidate existing voluntary collection services under a single system managed by the not-for-profit Agrecovery Foundation. Around 240 existing regional take-back locations are expected to be expanded as part of the rollout, increasing capacity for higher volumes of rural plastics entering recycling channels.

The collection network will extend beyond farms and growers. Users of agrichemicals and farm plastics in forestry, manufacturing, hospitality and tourism will also be able to access the service, alongside councils and contractors.

According to the ministry, existing voluntary programmes operated by Agrecovery and Plasback currently capture less than half of the farm plastics covered by the new scheme. The regulated system is intended to increase recovery and recycling rates while reducing the amount of agricultural plastics that are landfilled, buried or burned on farms.

The scheme will operate alongside collection services for unused and end-of-life agrichemicals, giving users a single system for managing both agricultural chemicals and related plastic packaging. Existing voluntary arrangements will remain in place until the Rural Recycling Scheme takes effect on 1 March 2027.

Environment Minister Nicola Grigg said the scheme was developed with industry and farmer input to provide a simpler take-back system covering commonly used farm plastic products.
