Japan Plans Mandatory Recycling of Mobile Batteries for Rare Metals

According to reports from The Japan News, Japan’s government is considering making it mandatory to recycle mobile batteries starting in fiscal 2026, as part of a broader effort to recover rare metals and reduce fire hazards associated with lithium-ion batteries.

It is reported that the Ministry of Economy, Trade and Industry (METI) and the Environment Ministry are jointly reviewing the expansion of the country’s small electronics recycling program. In addition to mobile batteries, portable power sources, heated tobacco products, and electronic cigarette devices are being considered for inclusion on the mandatory recycling list.

Under the proposed changes, manufacturers and importers would be legally required to collect and recycle designated items when the policy takes effect in April 2026. According to reports, the government also plans to provide subsidies to support companies installing safety measures such as battery anomaly detectors and fire extinguishing equipment at recycling facilities.

The report indicates that more than 60 certified recycling companies across Japan would work with municipalities to collect and process the relevant items. The current framework, established under the 2012 Small Home Appliance Recycling Law, already covers smartphones, digital cameras, and gaming consoles, and the planned additions reflect efforts to adapt to new electronic products and a growing volume of lithium-powered waste.

Industry analysts point out that Japan’s move comes amid rising global demand for rare metals such as cobalt, nickel, and lithium, which are critical for electric vehicles, batteries, and renewable energy technologies. According to market observers, enhancing domestic recovery capacity could reduce dependence on overseas suppliers, mitigate supply chain risks, and support Japan’s broader resource security and decarbonization goals. The policy may also encourage safer disposal practices, improve the recyclability of products, and stimulate innovation in battery design.
