Philippines Launches National Plastic Action Roadmap for Circular Economy

The Philippines has launched a National Plastic Action Roadmap aimed at strengthening plastic waste management and supporting the transition toward a circular economy for plastics. The initiative was spearheaded by the United Nations Development Programme (UNDP) in collaboration with Philippine government agencies and other stakeholders.

The roadmap was developed following a national baseline assessment of plastic waste flows, examining how plastics move through consumption, collection, recovery and disposal. The assessment was used to develop a System Change Scenario that identifies interventions across the plastic value chain, including waste prevention, reuse, substitution, recycling and improved disposal.

A Metrics Advisory Group made up of technical experts supported the validation of the baseline assessment and its findings. The process brought together government agencies, technical specialists and civil society stakeholders to establish a common evidence base for future plastic management efforts.

The roadmap takes a value-chain approach rather than focusing solely on downstream waste treatment. Upstream measures such as reducing plastic use, promoting reuse and replacing certain plastic products are considered alongside improvements in collection, recovery and recycling systems.

Plastic leakage remains a challenge for the Philippines, particularly in areas affected by flooding and inadequate waste management. Plastic waste entering waterways can contribute to blockages and leakage into the natural environment, reinforcing the need for coordinated interventions across the waste management system.

Under the roadmap, efforts will focus on reducing plastic waste generation and improving the recovery and recycling of materials that enter the waste stream. The initiative also provides a framework for cooperation among government institutions, technical organizations, civil society and other stakeholders involved in plastics management.

By establishing a national framework based on plastic waste-flow data and system-level interventions, the roadmap is intended to guide future efforts to improve plastic resource efficiency, strengthen recycling and reduce plastic leakage into ecosystems.
