International Paper to Acquire NORPAC for $360 Million to Expand Containerboard Capacity

U.S.-based packaging producer International Paper has agreed to acquire North Pacific Paper Company from One Rock Capital Partners for $360 million, strengthening its containerboard operations on the U.S. West Coast.

NORPAC operates a paper mill in Longview, Washington, employing around 500 people and running three paper machines with annual production capacity of about one million tons of containerboard and related grades. The facility will be integrated into International Paper’s existing mill system.

The acquisition adds geographic balance to International Paper’s North American footprint, particularly in the West Coast region, where demand for packaging materials continues to grow. The Longview mill is expected to enhance system flexibility and provide additional capacity for lightweight, high-performance recycled containerboard.

International Paper has been repositioning its portfolio toward packaging and recycling-based products, as demand for containerboard is supported by e-commerce, consumer goods and supply chain shifts. The addition of NORPAC is intended to improve operating efficiency and reduce costs through network optimization.

Tom Hamic, executive vice president and president of Packaging Solutions North America at International Paper, said the deal aligns with the company’s long-term strategy. He noted that NORPAC’s customer base and operational capabilities will support service levels in the region and facilitate integration into the broader platform.

Tony Lee, co-founder and managing partner at One Rock Capital Partners, said the transaction reflects the operational improvements made at NORPAC during the firm’s ownership and positions the business for further development under a larger industrial operator.

The deal remains subject to regulatory approval. Financial details beyond the purchase price were not disclosed.
